December 8, 2003 - Ken Gardner, Wake County commissioner, writes open letter to the Town of Cary Town Council opposing "weapons of max annexation".

Mayor and Members of the Cary Town Council:

As a resident and a Wake County Commissioner, I would like to express my concern about the direction Cary is taking with regards to the annexation plans for the Swift Creek/Middle Creek area including Dutchman Downs and nearby subdivisions.

I do not believe that the use of forced annexation, as allowed the General Assembly, was intended to be wielded as a weapon of mass annexation, but rather as a last option to resolve parcels within Towns known as "doughnut holes". The Town of Cary has clearly stated that the purpose of this annexation is not to include a doughnut hole, but to head off forced annexation by another municipality.

Clearly this oversteps the intent of the provision and I would encourage our Wake County delegation to revisit this provision to avoid similar moves by towns in the future.

This is just wrong, and I would request that the Town of Cary reconsider its direction on this annexation.
