A Grassroots Effort to End forced Annexation Abuse in North Carolina

"We lay it down as a fundamental, that laws, to be just,
must give a reciprocation of right; that, without this, they are mere arbitrary rules of conduct, founded in force, and not in conscience."

December 17, 2003 - Town of Holly Springs approves original annexation agreement that draws a future boundary between Holly Springs and the Town of Cary.

The Board of Commissioners of Holly Springs approved last night the original annexation agreement that had been negotiated between Cary and Holly Springs for approximately two years.

While this is a significant step by Holly Springs and shows consideration for the many concerns raised by residents of southern Wake County, the agreement will be nullified if Cary continues on its path of involuntary annexation.

The Town Council stated originally that they are forced to annex Area 20 and Area 21 to protect Cary's investments in the Middle Creek area, and the approved agreement will now provide this desired protection. The future action on the forced annexation will show if this "protection" was indeed the intent, or if Cary is simply out to expand its territory without any regards for its neighbors.
